German minister rejects talk of Spain aid request

BERLIN (AP) ? Germany's finance minister is rejecting talk of a possible application from Spain for the eurozone's bailout fund to buy the struggling country's bonds, a newspaper reported Saturday.

This week, European Central Bank head Mario Draghi promised to do "whatever it takes" to preserve the euro. The German and French leaders then said that they were "determined to do everything to protect the eurozone."

Neither mentioned any specific action. But those comments raised expectations that the ECB ? or the eurozone's temporary rescue fund, the European Financial Stability Facility ? might step in to buy Spanish government bonds and lower the country's borrowing costs, which have been at worryingly high levels in recent weeks.

Still, German Finance Minister Wolfgang Schaeuble was quoted as telling the Welt am Sonntag newspaper that Spain's short-term financing needs are "not so big."

Asked about talk that Spain could soon make an application for the eurozone rescue fund to buy bonds, he replied: "There is nothing to this speculation."

"The high interest rates are painful and they create a lot of concern ? but it's not the end of the world if one has to pay a few percent more at a few bond auctions," Schaeuble was quoted as saying.

He added that an aid package worth up to ?100 billion ($123 billion) to help Spain's banks, which are laden with soured investments following a property sector collapse, is "sufficiently large." Spain's budget-cutting and economic reform efforts will have positive effects, "on the financial markets too," he insisted.

Spanish officials have been adamant that the country, the eurozone's fourth-largest economy, will not seek a full-scale bailout along the lines of those given to Portugal and Ireland as it battles with a persistent recession.

B.J. Penn, Invicta FC and Rousimar Palhares: The Morning News Roundup ? 7.28.12

Other than the announcement from Cesar Gracie that Nick Diaz would like to fight Fedor Emelianenko (or something like that), it seems the Olympics are garnering all the attention, with Quidditch and Battle Royale among today's events (go District 6!? Wahoo!).? But there is some solid MMA news out there, hidden among the headlines and blurbs,?and because I like you, I went through the trouble of gathering it?in one place for you to read.? You're welcome.

B.J. Penn and Rory MacDonald have signed up for the more stringent Voluntary Anti-Doping Agency (VADA) testing ahead of their UFC 152 meeting.? Remember: athletic commissions already screen fighters for banned substances, so what Penn and MacDonald?are doing goes above and beyond what's required.? Bravo, guys.

Penn has been one of the more vocal voices when fighters have failed tests, always insisting his brand of fighting is 100 percent natural.? On September 22 he and MacDonald will be totally clean, confirmed by the VADA.

The Invicta Fighting Championships weigh-ins were last night, and?everything is?a?"go" for the all-female MMA card tonight?(broadcast for free on their site).? If you tune in, keep an eye on the main event, which features veteran submission specialist Shayna Baszler (who trains under Josh Barnett and once won a bout with a Twister, which is cool beans) taking on undefeated rising star Sara McMann (who won the Silver Medal in Freestyle wrestling in the 2004 Summer Olympics).? Because of her credentials, comparisons have been made between McMann and Strikeforce champ Ronda Rousey - who took the Bronze Medal in judo in the 2008 Summer Olympics - but I say McMann needs a bit more seasoning.? Watch and judge for yourself, though.? I mean, who the heck am I?

Rousimar Palhares, a.k.a. "Toquinho", a.k.a. "that crazy guy who tears off legs and?will someday go?bonkers in the Octagon and have a psychotic break", won't require surgery for that knee injury that forced him out of his UFC 150 bout against Yushin Okami.? Tatame was kind enough to write something in English about it, so props to them.?

That's it for now.? If the stream is solid enough, I will be watching tonight's Invicta FC and tweeting about what I see.? Follow or don't.? It doesn't matter to me.? I'm used to talking to myself.

Driving sobriety tests likely to miss medical pot

NEW YORK (Reuters Health) - A new, small study suggests medicinal marijuana may impair users' driving skills - but might be missed by typical sobriety tests.

At doses used in AIDS, cancer and pain patients, people weaved side to side more and had a slower reaction time in the hours after using the drug, researchers from the Netherlands found.

For people who hadn't built up a tolerance to marijuana, those effects were similar to driving with a blood alcohol content of 0.08, the point at which drivers are considered legally impaired, they said.

"At this time, we know very little about the possible effects that medical marijuana may have on, say, motor vehicle crash rates, injury rates and mortality rates," said Dr. Guohua Li, who has studied marijuana and traffic accidents at Columbia University in New York but wasn't involved in the new research.

"There is a concern medical marijuana may interact with other drugs such as alcohol that may further compromise driving safety," he added.

The new study involved 12 frequent marijuana users and 12 occasional (three times a month at most) smokers. At three different points, researchers led by Wendy Bosker of Maastricht University gave each of the participants either a 20 milligram or 10 mg pill of dronabinol - medical marijuana - or a drug-free placebo pill.

Two to four hours later, participants completed a series of driving tests, including trying to maintain a constant speed and drive in a straight line, or follow at a constant distance behind another car. They also went through a typical highway sobriety test, involving walking and turning and balancing on one leg.

Participants tended to weave a few centimeters side to side when under the influence, but the impairment was smaller in those who were used to doing pot regularly. After using medical marijuana people also took a second or so longer to react when following another car - although that effect could have been due to chance, the researchers reported in the journal Addiction.

The highway sobriety tests, however, didn't pick up any impairment due to marijuana.

LAWS

Dronabinol, marketed as Marinol, is intended to have a slower onset than pot used recreationally and can leave people feeling "high" hours after they take it.

"It lasts longer in the oral form, so people are likely to remain impaired for longer periods," said Dr. Barth Wilsey, who studies marijuana for pain relief at the University of California, Davis.

Wilsey, who didn't work on the new study, noted that the doses of dronabinol used in it were the highest allowed, and patients usually are started on lower doses.

"You can go to once a day dosing at bedtime, two and a half milligrams if you're having side effects," he told Reuters Health - and then impairment while driving wouldn't be a concern.

Generic dronabinol costs about $4 for each low-dose pill, or up to $15 per high-dose pill.

Medical marijuana is currently legal in 17 states and Washington, D.C.

Li told Reuters Health most states that have legalized medical marijuana have a provision under the law that people shouldn't drive under the influence.

How well that provision is enforced, and how closely people who use medical marijuana comply with it, is another question, Li said. As the new study shows, "There's no easy way right now to tell if someone is under the influence of marijuana."

Researchers are working on such tools, Li said, but they may be years away from being ready for use in the real world.

Microsoft digs deep into Windows 8's hardware graphics boost, says fast just isn't slick enough

While Microsoft has been exploring the sensory experiences that will go into Windows 8, like sight and touch, there's only one thing that many enthusiasts care about: speed. To their delight, Redmond has just devoted one of its pre-release blog posts to showing just how much faster its hardware graphics acceleration will be in a Metro-focused universe. The goal is a hiccup-free 60Hz frame rate, and virtually everything in Windows 8 centers on that ambition. Baked-in transition effects, optimized geometry and even improved font rendering give modern computers a huge jump in performance versus Windows 7. Microsoft is just as keen to expose that power, as well: Direct3D 11.1 is now the root of all video acceleration in the pipeline, making it both easier and faster to mix 2D and 3D. All told, Windows 8 promises to get responsiveness freaks and benchmark lovers all hot and bothered. If either label describes you, the source link might satiate your lust until October 26th.
